Renewables: map the guarantees across the project lifecycle

Permitting, construction and operation can create overlapping security requirements. A facility review should see the whole sequence.

A renewable energy project can need security before construction begins and long after the contractor has left the site. Permit-related obligations, construction performance, advances and restoration commitments arise under different documents and benefit different parties.

The project team should build a guarantee register alongside the development timetable. For each obligation, it should identify the legal applicant, beneficiary, required amount and release event. An insurer cannot assume that one project company’s counter-indemnity gives recourse to the assets held elsewhere in the group.

The long-dated obligations deserve particular attention. A guarantee linked to restoration or dismantling is exposed over a different period from a construction bond. Its acceptable term, review provisions and security arrangements need to be agreed expressly rather than carried across from a short-term instrument.

Putting the sequence into one submission helps identify overlaps and capacity requirements. It does not make every instrument eligible for insurance or guarantee a beneficiary’s acceptance. Each wording still has to be assessed against the relevant contract and local rules.
